EU rules for general-purpose models start

From 2 August 2025, providers placing a GPAI model on the EU market must document training, copyright policy, and a public data summary.

The Commission said the AI Act’s duties for general-purpose AI models apply from 2 August 2025. New models on the EU market need technical documentation, copyright rules, and a public summary of training content. Models already on the market have until 2 August 2027.

The Commission’s working definition: a GPAI model is trained with more than 10²³ FLOP and can generate language. Models above 10²⁵ FLOP are treated as systemic-risk and must notify the AI Office. Fines and formal enforcement start 2 August 2026.

A code of practice is voluntary. Signing it is not the same as a court having tested the rule. Read the original if you ship a model into the Union.
